The vast majority of prisoners entering jail in West Virginia are repeatedly incarcerated for low-level, non-violent offenses, and are held in overcrowded facilities lacking basic necessities. These inmates are largely Black and Latino, confined after conviction for non-violent crimes in not-probation violators.
